Domex E-Commerce Marketplace Operating Regulations

2. Business Model
Domex is a P2P intermediary marketplace that enables individuals and organisations to list and trade domain names registered with Mắt Bão. The marketplace does not directly sell domain names and does not own any inventory; Domex's revenue is a service fee charged as a percentage of transaction value.
3. Listing Requirements
- The domain must be registered with Mắt Bão's registrar (verified via RDAP).
- The owner must verify ownership with a live DNS TXT record.
- The Seller must complete legal KYC: national ID/tax code, address.
- Agreement to the transaction terms and domain lock at Mắt Bão's infrastructure.
4. Escrow Transaction Process
- Buyer completes payment → funds deposited to Domex's Account 3388 (payables).
- Both parties sign the electronic contract (timestamped + IP recorded, retained ≥ 5 years).
- Mắt Bão Operations team carries out the domain transfer.
- Operations confirms completion after passing the 5-item checklist (ID verification, transfer, visibility in Buyer's account, VNNIC tax for .vn).
- Finance disburses funds to the Seller (net of fee and withholding tax).
5. Marketplace Fees
Fees are tiered by transaction value and published on the Fee Schedule page. Inclusive of 10% VAT. Electronic VAT invoices are issued to Sellers.
6. Dispute Resolution Mechanism
- Complaints may be submitted via the customer support form or by emailing support@.
- Resolution timeframe: maximum 5 business days.
- If no agreement is reached, either party may seek resolution through competent dispute-resolution bodies (courts, arbitration) in accordance with Vietnamese law.
7. Domex's Responsibilities
- Protecting user data (see Privacy Policy).
- Holding escrow funds as committed and not using them for any other purpose.
- Withholding taxes on behalf of users and remitting them to tax authorities on time.
- Providing electronic documents (invoice, personal income tax withholding certificate) within 24 hours of transaction completion.
8. Marketplace Member Responsibilities
- Provide accurate information and declare any income tax arising from transactions.
- Comply with the transaction terms and marketplace regulations.
- Do not use the marketplace for illegal purposes, money laundering, or fraud.
9. Effective Date
These regulations take effect from the date of publication. Updated versions apply to transactions arising after the new publication date.
