Terms of Service

1. Scope of Service

Domex is an intermediary e-commerce marketplace that facilitates domain name transactions between Buyers and Sellers for domains registered with Mắt Bão. Domex does not own any listed domain and is not a party to the transaction; Domex's role is to hold funds in escrow and to support the transfer process.

2. Eligibility

  • Users must be at least 18 years of age and have full legal capacity.
  • Provide accurate information (full name, national ID/tax code, address, phone number, email).
  • The Seller must be the lawful owner of the listed domain and must have verified ownership via a DNS TXT record.

3. Transaction Process

  1. Seller lists the domain and verifies ownership via DNS TXT.
  2. Buyer selects purchase → places order → completes payment via PayOS / SePay within 30 minutes (60 minutes for bank transfer).
  3. Funds are held in Domex's escrow account (Account 3388 — payables).
  4. Both parties execute an electronic contract with handwritten signature (signature pad).
  5. Mắt Bão's Operations team carries out the domain transfer on the registrar system.
  6. Operations confirms completion via a 5-step checklist → Finance disburses funds to the Seller (net of marketplace fee and withholding tax where applicable).

4. Fees & Taxes

  • Marketplace service fee: per the published fee schedule (inclusive of 10% VAT).
  • Individual Sellers: Domex withholds on behalf of the Seller 2% personal income tax + 5% VAT on the sale price before disbursement.
  • Business households / Enterprises: must self-declare and issue a VAT invoice to Domex.

5. Refunds & Disputes

  • Orders with no payment received after 30 minutes (PayOS) / 60 minutes (SePay) are automatically cancelled and the domain is relisted.
  • If the Seller does not sign the contract within 48 hours, a 100% refund is issued to the Buyer.
  • If the transfer is not completed within 10 days, a 100% refund is issued to the Buyer.
  • Complaints are accepted through the customer support channel and resolved within a maximum of 5 business days (Decree 52/2013).

6. Responsibilities of the Parties

  • Domex is responsible for safeguarding user data, holding escrow funds as committed, and supporting the legal transfer process.
  • Buyer / Seller is responsible for the accuracy of information provided and for any tax obligations beyond withholding at source.

7. Amendments

Domex reserves the right to update these Terms. The updated version will be published on this page and will apply to transactions arising after the publication date.
